Missions - Targets
    • Acting as the technical secretariat of all joint Arab military meetings held within the framework of the League of Arab States.

    • Follow-up on the current military events affecting the security and interests of the Arab world.

    • Follow-up on implementation of the Council of the League of Arab States resolutions regarding the military affairs,

    • Coordinating with the departments and organizations of the Secretariat General concerning the military affairs,

    • Acting as the technical secretariat in Chiefs of Staff and their representatives meetings, and follow-up on implementation of their recommendations and decisions,

    • Acting as the technical secretariat of meetings of Heads of training bodies in the Arab armed forces and their representatives, and follow up on implementation of their decisions.

    • Acting as the technical secretariat of meetings of representatives of training bodies in the Arab armed forces, and follow-up on implementation of their recommendations,

    • Acting as the technical secretariat of the Committee on Standardization of Military Terminology and Concepts, and follow-up on implementation of their decisions,

    • Organizing seminars and meetings on military affairs, including joint seminars with the International Committee of the Red Cross to raise the awareness of international humanitarian law.

    • Acting as the technical secretariat of the Arab Military Sports Federation and the emanating committees thereof; promoting cooperation among Arab and international military sports federations and bodies; and preparing the required draft plans and programmes thereon.

    • Follow-up on implementation of the resolutions issued by the Arab Military Sports Federation organs (the General Assembly, the Executive Board, the Technical Committee and Informational Committee).

    • Participating in the organization of Arab and international seminars, and making proposals for their future development,

    • Participating in the preparation of training and arbitration courses, as well as scientific seminars concerning the military sports,

    • Strengthening relations with the International Military Sports Council (CISM) and participating in its meetings.

    • Acting as the technical secretariat of the Arab Military Sports Fund and preparing the estimated budget and final financial statement thereof.

    • Acting as the technical secretariat of the Arab Peace and Security Council.

    • Monitoring the factors of conflicts and providing the Council with reports containing a comprehensive vision on indications of potential conflicts.

    • Follow-up on implementation of the Arab Peace and Security Council resolutions,

    • Proposing strategies on safeguarding comprehensive and collective Arab security and strengthening Arab capacity in preventive action and providing the Arab League Council at Ministerial Level with the proposed strategies for submission to the Arab League Council at Summit Level.

    • Analyzing the available data and information regularly.

    • Making proposals on mediation, conciliation and good offices between the conflicting parties for achieving peaceful settlement among Member States.

    • Proposing the necessary peacekeeping mechanism among Arab States and the composition of Arab peacekeeping forces whenever necessary.

    • Reporting the Arab League Council at Ministerial Level annually on the national security in the Arab world for submission to the Arab League Council at Summit Level.

    • Mandating the Arab Peace and Security Council to undertake mediation, conciliation or good offices between conflicting parties upon the request and approval of the concerned States,

    • Undertaking tasks of the Elders Panel Technical Secretariat, follow-up its activities, recommendations and outcomes in accordance with the Arab Peace and Security Council Statute, and preparing an annual report on the Panel's mandate and activities,

    • The Arab Peace and Security Council assigns some of the Elders Panel members, in coordination with the Council Chairperson and the Secretary-General to visit areas of conflict upon the request and approval of the concerned State, to monitor and assess the situation and to submit proposals and recommendations to facilitate the work of the Council,

    • Cooperating with regional and international organizations on counter-terrorism,

    • Proposing the appropriate collective measures to address any attack or threatening a Member State by another Member State or external attack or threat,


      Cooperating and consultation with regional and international organizations regarding regional conflicts and issues of common interest.


      • On 26th November 1949, the Political Committee of the Arab League Council endorsed the Treaty of Joint Defense and Economic Cooperation among the Arab League Member States that provided for the establishment of a unified Arab military system and assisting apparatuses for the implementation of its mandate.

      • In September 1953, the Arab League Council established the " military secretariat", headed by the Assistant Secretary-General for Military Affairs, who is appointed according to the provisions of Regulation set forth by the Joint Arab Defense Council to assist the Secretary-General in achieving his mandate and carrying out the preparations for all the military apparatuses that the Treaty stipulated thereof.

      • The General Department for Military Affairs has been evolved  to became the Arab National Security Sector that focuses on the requirements and coordinates of the Arab National Security and that the new concept has been endorsed by the resolution of the Council of Arab Foreign Ministers of September 1992.

      • The Arab Peace and Security Council was established upon Resolution 331 of Khartoum Summit of 29th March 2006 to serve as a mechanism for prevention, management and settlement of conflicts that might arise between Arab States, and consequently submit recommendations to the Arab League Council on the development affecting the Arab national security and to strengthen the Arab preventive capacity through improving early warning system and exerting further diplomatic efforts, including the mediation, reconciliation, consensus, clearing misunderstandings and eliminating the causes of tension for the prevention of any future conflicts and composition of Arab peacekeeping forces.

      • Prevention, management and settlement of conflicts that might arise between Arab States.

      • Follow-up, review and submit recommendations to the Arab League Council on the development affecting the Arab national security.


        Upon the Secretary-General Resolution 037/1 issued on 15th January 2017, the organizational structure of the Arab Affairs and National Security Sector was established and includes the Department for Military Affairs and the Arab Peace and Security Council, in addition to other Departments.
