Missions - Targets
  • Monitoring positions of the European countries concerning vital Arab issues, particularly the question of Palestine, including the bilateral or collective cooperation between the Arab and European countries.

    • Follow-up on the political situation in European countries and its impact on Arab issues and interests.

    • Enhancing cooperation with European countries within and outside the European Union, through holding joint forums or signing MoUs to set up the legal framework for this cooperation.

    • Further strengthening cooperation with the European Union through holding ministerial, sectoral and functional meetings in all fields.

    • Participate in the Barcelona Process: "Union for the Mediterranean" after the League of Arab States became full member in the process at the 2008 Marseille Summit

    • Strengthening cooperation with the European Union and the European Parliament, and with various European organizations, forums and institutions.


      Mandate of the Departments' Divisions:


       The European Union Countries Division

      • Monitoring positions of the European countries concerning vital Arab issues, particularly the question of Palestine, including the bilateral or collective cooperation between the Arab and European countries.

      • Following up on the political situation in European countries and its impact on Arab issues and interests.

      • Following up on the presidential and legislative elections in the European countries and their impact on Arab and regional issues.

      • Signing a Memorandum of Understanding (MoU) between the Secretariat General and a number of European countries as part of an attempt to strengthen Arab-European relations, and appoint ambassadors of European Countries as plenipotentiary representatives to the League of Arab States with the aim of reinforcing the status of the League of Arab States on the European scene.

     Euro-Asian Countries Division

      • Following up on the political situation in the European countries outside the European Union, including Eastern Europe, South Caucasus, the Balkan and Central Asian countries and their impact on the Arab Region, and review their position towards Arab issues.

      • Signing of memorandums of understanding and framework agreements for cooperation under the forums that fall within the Division's mandate (the Arab-Turkish Cooperation Forum: the 6th Session was convened in Khartoum by the end of 2013 / The Arab-Russian Cooperation Forum: the 2nd session was convened in Khartoum in 2014, and its 1st session was held in February 2013 / The Arab-Central Asia-Azerbaijan Cooperation Forum: the 1st Session was convened in Riyadh by the end of 2013).

      • Following up on the Arab-Turkish Forum, under which five Ministerial meetings and workshops were convened.

      • Strengthening relations with the South Caucasus and Central Asian countries in support for the Arab presence in these countries.

      Euro-Arab Dialogue and Euro-Mediterranean Partnership Division

     The Arab-European Dialogue Issue

    • Following up on the cooperation between the League of Arab States and the European Union, and working towards opening new channels of cooperation between the two organizations to promote Arab – European cooperation and relations.

    • Organizing the Arab-European Ministerial Meeting: the 2nd Session was convened in November 2012 at the Headquarters of the League of Arab States and the 3rd Session in Brussels in 2014.

    The Euro-Mediterranean Partnership Issue 

    • Following up on the Barcelona Process: "Union for the Mediterranean" and exploring ways of developing projects between the South and North, and Arab European cooperation mechanisms.

    • Following up on the activities of the League of Arab States' liaison mission in Malta and the European Commission, as well as the Arab European Conferences at different levels. 

     European Organizations and Institutions Division

    Following up on the activities of European Organizations and Institutions with a view to promote Arab-European Cooperation and achieving supreme Arab interests. Among these organizations and institutions are The European Union and its various bodies, particularly the European Parliament, the European External Action Services, the Organization for Security and Cooperation in Europe, The Middle East Department in the defense college of the North Atlantic Treaty Organization (NATO), the NATO Parliamentary Assembly, the Council of Europe, and various European forums such as Bled, Dubrovnik, Ambrosetti and European research and study centers. 


    • Creating a collective cooperation framework among the entire Arab States and the European Union, through opening new channels and horizons of Arab-European cooperation in all fields, and organizing a series of cooperation forums between the League of Arab States and the Russian Federation, the Republic of Turkey, the Republics of Central Asia and Azerbaijan. Signing of Memorandums of Understanding with a number of European countries for establishing the legal framework for this cooperation, and working further to operationalize the provisions of MoUs, and accreditation of the European countries ambassadors as delegates to the League of Arab States for enhancement of the League of Arab States status on the European arena.

    • Strengthening cooperation with the European Union and its diverse bodies through holding ministerial, sectoral and functional meetings in all fields, also deepening cooperation with various European organizations, forums and bodies.  in addition to the countries of South Caucasus and Central Asia to ensure the consolidation of the Arab presence in these countries.
