Positions: - Present position in university: Distinguished Professor of Public Law at the Faculty of Legal, Political and Social Sciences in Tunisia, according to a four-year extension decision issued by the Minister of Higher Education and Scientific Research on 13 February 2020 (Professeur émérite en droit public). - Former Minister of Justice (2015) in the first government formed after the legislative and presidential elections of 2014. - Secretary-General of the Government with the rank of Minister in the post-revolution government (2011). - Member of the Public Law Experts Committee created by the Supreme Commission for Achieving the Objectives of the Revolution, Political Reform and Democratic Transition (2011) in charge of preparing drafts on holding post-revolution elections, political parties and associations, freedom of the press and audiovisual media. - Former Dean of the Faculty of Legal, Political and Social Sciences in Tunis (2002-2008), the University of Carthage. - President of the Tunisian Association of Administrative Sciences from 2001 to 2010.

    - Former member of the Scientific Council and the Board of Directors of the International Academy of Constitutional Law (2000-2009). - Member of the International Court Administration Association, Kentucky, the US, from 2019 till present. - Contracted expert at the German Organisation for International Cooperation (2017-2018). - Director of the Centre for Administrative Research and Studies of the National School of Administration (1985-1988). - Expert in the Committee for Modifying the Financial and Accounting System of the League of Arab States (1985-1986). - Editor-in-Chief of the Tunisian Journal of Law, jointly with Professor Mohamed Larbi Hashem (1992-2002). - Rapporteur of the International Institute of Administrative Sciences at the International Conference on Administrative Sciences held in Paris in 1988. - Member of the international group established in 2007 on the law of public contracts. - Legal advisor at the Ministry of Education and Sciences within the framework of the Higher Education Reform Programme with the assistance of the International Development Bank from 1996 to 1998. - Expert and member of the Accounting Department and State Council Reform Committee (2007). - Chairman of the National Committee on the Modernisation and Reform of the Public Service in the cabinet (2008). - Head of several deputation committees for lecturers and assistant professors in higher education in several sessions (1985, 1988, 1992, 1996, 2002, 2004, and 2005). - Currently the Assistant Secretary-General of the League of Arab States, head of the League Centre in Tunisia.
