In accordance with the resolution adopted by the Council of the League of Arab States on 29 March 29 1977, the Higher Coordination Committee for Joint Arab Action was formed. This committee, presided over by the Secretary-General of the League of Arab States, comprised the general directors of Arab organisations and agencies functioning within the purview of the League.
The primary objective of the committee is to bolster collaboration, synchronisation, and knowledge-sharing among the League of Arab States and its affiliated entities, as well as Arab organisations, with the aim of advancing the efficiency of collective Arab endeavours while circumventing replication.
The committee is tasked with:
Efficiently coordinating and meticulously avoiding redundant efforts between the programmes of Joint Arab Work institutions at all stages of planning and implementation.
Proposing policies to enhance and optimise joint Arab work.
Deliberating on the endorsement and recommendations of collaborative projects, while discerning the distinctive role and contribution of each organisation involved, and facilitating the exchange of vital information between Arab entities. Additionally, furnishing the General Secretariat with their respective work programme projects two months prior to the Technical Committee meeting.
Empowering specialised Arab organisations to serve as hubs of expertise in their respective fields, not only for Arab institutions, but also for regional and international organisations.
Harmonizing the positions of Joint Arab Work institutions, both regionally and internationally.
Evaluating the comprehensive report on the activities of specialised Arab organisations.
Organising the work of the committee:
- The Coordination Committee convenes annually during the period of the second half of April or the first half of May, and its chairman determines the session's start date and duration.
- Organisations are required to furnish the General Secretariat with their requested topics for inclusion in the draft agenda of the Higher Coordination Committee no less than 45 days prior to the Technical Committee's start date. These topics must be accompanied by relevant explanatory notes.
- The General Secretariat of the League of Arab States provides organisations with the draft agenda and its relevant documents one month prior to the session's scheduled date.
- The committee's meetings are held at the headquarters of the General Secretariat of the League, though they may be held at an Arab organisation's headquarters.
- The Secretary-General presides over these meetings, and in his absence, the Assistant Secretary-General for Economic Affairs assumes this responsibility.
Technical Committee:
A technical committee is formed from representatives of the General Secretariat of the League, its entities and specialised Arab organisations. It holds its meetings immediately prior to the convening of the Higher Committee for Coordination. It is concerned with:
The Coordination Committee convenes annually during either the second half of April or the first half of May. The Chairman shall invite members and determine the start date and duration of the meeting.
To ensure inclusion in the draft agenda of the Higher Coordination Committee, organisations must provide the General Secretariat with requested topics and related explanatory notes no later than 45 days prior to the Technical Committee's work start date.
One month before the session, the General Secretariat will provide member organisations with the draft agenda and accompanying documents.
Meetings of the Coordination Committee are held at the General Secretariat of the League, although they may convene at an Arab organisation's headquarters.
The Secretary-General presides over the committee's meetings. In his absence, the Assistant Secretary-General for Economic Affairs acts in his stead.
Technical secretariat:
1. The League's General Secretariat undertakes the role of technical secretariat for both the Higher and Technical Committees.
2. The Coordination Committee has the prerogative to establish either permanent or temporary committees to support its endeavours.
