    Date: 21/10/2025

At the invitation of His Excellency Ahmed Aboul Gheit, Secretary-General of the League of Arab States, and the Ministry of Foreign Affairs of the Socialist Republic of Vietnam, Ambassador Ahmed Rashid Khattabi, Assistant Secretary-General and head of the Media and Communication Sector, will participate in the signing ceremony of the United Nations Convention Against Cybercrime, to be held in Hanoi on 25-26 October.

His Excellency Ambassador Khattabi stated that the signing of the convention represents a historic step towards establishing the foundations of a secure global digital environment and setting frameworks for international cooperation in the prevention and combatting of cybercrime in all its forms. It also aims to protect individuals and institutions and to support capacity-building and the exchange of technical expertise, particularly in developing countries.

He added that the convention reflects the collective international will to address cybercrime and is the outcome of years of negotiations among member states. In addition to its preamble, the convention contains provisions on criminalisation, procedural measures, law enforcement, international cooperation, preventive and implementation mechanisms, and final clauses. It will enter into force 90 days after its ratification by the 40th signatory state.

In this regard, Ambassador Khattabi affirmed that the League of Arab States, recognising the need to establish a comprehensive legal framework for international cooperation in this field, has participated consistently and effectively in the preparatory work of the committee responsible for drafting this agreement, up to its adoption by the United Nations General Assembly in December 2024.
